The DCD also told staff that the Head of Service had tasked all Regional Directors to pay surprise visits to all MDAs and asked staff to be on time to work and not be found wanting. Concerning revenue mobilization, he asked that Heads of Departments/Units should release staff when they are needed to assist.

The DCE asked for all hands on deck to assist in revenue collection and indicated that availability of funds was the reason for Management’s inability to fund projects and activities in the assembly.

The DCD touched on the upcoming visit of the District Performance Assessment Tool (DPAT) and asked all departments and units to make sure everything is set to receive the monitors and that it may be a surprise visit.

OPEN FORUM

A staff from the Finance office asked that if someone asks permission, how will this be deducted from his/her leave days and some people are fond of asking for permission. She also asked how many off days each staff is entitled to. The DCD responded that according to the HR manual and PSC manual states all permissions should be deducted from the leave days. HR added that leave can’t be deferred to the next year and being absent for 10 days continuously amounts to Vacation of Post.

A planning officer asked for the various types of leave staff are entitled to. HR explained the types of leave.

An Information officer also entreated staff to take advantage of their leave to rest and not only go on leave when they have something else doing. DCD also added that staff are entitled to it but should apply for it before embarking on leave.

A staff of works department said staff are ready to go on the field if logistics are provided and DCE said it will be provided.

An IGF staff also asked if payment of casual salaries could be done from 26th to 30th of each month. She entreated management to pay casuals early to enable them to have enough money for living expenses. She asked what was being about the road leading to the office. The DCE said he was worried about the payment of casuals and commission collectors, but it is all because of unavailability of funds but will soon be rectified. DCD said that the Assembly road is part of the town roads and that the contractor will move here soon. The Head of Works added that the temporary solution is to get chippings from the quarries around and spread on the road. He indicated they are in talks with the quarries.

A Social Welfare and Community Development staff asked that the road be treated as an emergency and that when it rains heavily the road is impassable. DCD answered that in order not to incur financial loss they would wait for the contractor to start work and use the temporal measures being looked at already.

The meeting drew to a close at 2:35pm with a prayer by a staff of the Internal Audit Unit.
